Hybrid, Home and Boston Office Job OverviewMassCEC is hiring a Director of Performance Management to lead a variety of data-driven projects across the organization.
These include, but are not limited to developing and implementing an internal performance measurement framework, developing organizational metrics and definitions, developing a process for collecting relevant data, reporting on organizational outcomes and impacts, management of long-term projects and external consulting contracts, and other Performance Management needs that arises at a growing and evolving organization.
The Director of Performance Management is a dynamic and flexible role that is well suited for a collaborative self-starter who is looking to tackle challenging measurement and evaluation projects for MassCEC.
An important characteristic of this role is the ability to take on and provide complete ownership over discrete projects to complete them.
The Director of Performance Management will work with individuals across the agency, including executive team members and program staff, to gather information and collaborate on projects.
They must be a highly effective communicator who can clearly convey their vision to others to ensure that all aspects of a project come together as intended.
The Director of Performance Management must be a strategic thinker who can distill complex information across programs and can plan and execute a project in a way that meets the organizations goals.
The Director of Performance Management will report to the Chief of Staff.
Job DutiesThis position description is intended to describe the general nature and level of work of this position, and is not an exhaustive list of all responsibilities, duties and skills required of individuals in this role.
Serve as the project manager for required annual state reporting including managing outside consultants, developing text, and coordinating data collection across MassCEC.
Monitor project progress, draft, and distribute other periodic progress reports for leadership and stakeholders.
Perform an audit of currently tracked metrics and performance indicators (including outcome and impact metrics) and evaluate if and how those metrics and indicators, and associated definitions, can be 1) modified and enhanced to help tell the story of MassCECs impact and 2) normalized across MassCEC programs.
Develop, maintain, and improve internal and external reporting and performance measurement systems and practices.
Facilitate efficient and effective regular collection of data (both quantitative and qualitative) and actionable insights into programs.
Coordinate and lead identification of strategic evaluation and/or measurement needs and opportunities across MassCEC.
Serve as a liaison with executives and division heads to design performance measurement projects and ensure they are completed.
Draft schedules for implementation of long-range plans and proposals.
Procure and manage consultants and associated projects.
Help support Federal funding reporting compliance including establishing methods for collecting detailed and differentiated data across multiple programs.
Produce reports and, where appropriate, work with the communications and marketing teams to develop digital tools or dashboard(s) to relay key information.
Create detailed memos and develop presentations to illustrate project findings.
Present to senior leadership and the Board of Directors on performance evaluation and progress towards goals.
Collaborate with staff from other Massachusetts agencies on relevant projects or coordinated efforts.
Perform other tasks as required.
Position Qualifications Applicants need not have all qualifications to be considered.
Education:
Bachelors Degree in program evaluation, public administration, public policy, business management, economics, or related field.
Masters Degree in related field preferred.
Experience:
At least 10 years of professional work experience or educational equivalent.
Experience in quantitative or policy analysis, applied research, or program evaluation preferred.
Knowledge, Skills, and Abilities:
Strong quantitative, analytical, and problem-solving skills.
Excellent attention to detail and organization.
Experience working with database and data visualization tools.
Exemplary presentation and communication skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely, and unambiguously in speech and in writing.
Ability to research projects and issues, analyze and synthesize information from a variety of sources, and create a work product that relays complex information in an understandable manner.
Project management experience.

Demonstrated leadership skills and ability to make sound judgement.
Excellent time management skills.
Knowledge of energy policy and/or analysis a plus.

The check will bounce and the victim is left responsible.
